Overview of the department

Land is the ultimate resource, for without it life on earth cannot be sustained. Land is both a physical commodity and an abstract concept in that the rights to own or use it are as much a part of the land as the objects rooted in its soil. Good stewardship of the land is essential for present and future generations. Land is also something over which individuals or communities have rights of ownership and use, that can be bought and sold and be subject to tax, and that is the basis of economic production.

Land administration is the process by which the resources of land are put to good effect. It covers all activities concerned with the management of land as a resource both from an environmental and from an economic perspective. It can include farming, mineral extraction, property and estate management, and the physical planning of towns and the countryside. A system for recording land ownership, land values, land use and other land-related data is an indispensable tool for a market economy to work properly, as well as for sustainable management of land resources. It is advisable that all nations with a market economy maintain some sort of land register system that fulfills the above requirements. They are also recommended to investigate the possibility of implementing integrated land information systems, where the formal registration of legal information as well as the spatial information is supervised, controlled and operated.
